The 2025 High Desert Church Safety Conference aims to equip churches and private schools with current standards for training and equipping staff and volunteers to handle critical incidents and emergencies. All instructors are highly experienced and will bring attendees expert training in the fields being instructed.

Keynote Speaker

Speaker: Kelley Moore Director of Safety, Calvary Chapel Chino Hills

Kelley Moore worked for California Highway Patrol (CHP) for 27 years and promoted through the ranks, ultimately achieving the rank of Lieutenant. Kelley worked several specialized assignments while working for CHP, to include, patrol, gang suppression, warrant entry team, air operations, backgrounds, special response team, major crime investigations, range master, emergency operations, riot team, physical methods of arrest instructor and advanced officer training tactical staff. Since retirement, Kelley has worked on the security team for Calvary Chapel Chino Hills for 12 years. For about two years, Kelley has worked as the director of the security team at Calvary Chapel Chino Hills.

Stop The Bleed

Instructor: Ashley Jenkins and Team

About the Instructor: Ashley has been a Registered Nurse for 15 years. She works for Loma Linda University Health. She spent the first 8 years of her career working in the Emergency Department, caring for both Adult and Pediatric patients. Ashley assists with community education and outreach as it relates to injury prevention.

About the Course: Ashley teaches a course called “Stop the Bleed” to community members. This course aims to equip civilians to be able to identify and treat life-threatening injuries in the setting of trauma. This is Ashley’s third year teach this course at High Desert Church’s Safety Conference.

Active Shooter Training

Instructor: JJ White

About the Instructor: Jonathan White was a TM2 (SW) and Search and Rescue Swimmer in the United States Navy from 1994-1998. He began his career with the Federal Bureau of Prisons in 2003, as a Correctional Officer at MCC San Diego (CA). He served in positions of increasing responsibility, including General Maintenance Supervisor at FCC Victorville (CA), Lieutenant at USP Victorville, Deputy Captain at FCC Tucson (AZ), and Captain at MDC Brooklyn (NY). Mr. White also served as Special Operations Response Team Leader while he was at FCC Victorville. In July 2022, Mr. White was named Correctional Services Administrator for the Western Region. As Correctional Services Administrator, Mr. White was responsible for the security operations of 19 Bureau of Prisons facilities, including three Federal Correctional Complexes and three Federal Detention Centers. He was responsible for the oversight and management of more than 5,000 employees, and the custody and care of over 25,000 offenders. He is currently the Associate Warden at Metropolitan Correctional Center San Diego.

About the Course: Mr. White’s active shooter course is designed to give attendees the latest in standards and statistics relating to active shooter incidents. Mr. White has been an active shooter course instructor for federal government offices for several years. Mr. White brings expert background, knowledge, and experience in tactics to deal with active shooters. Mr. White’s instruction will improve any citizen responder’s knowledge and confidence in handling active shooter and related incidents.

Tactical Incident Training

Instructor: Gary Bush

About the Instructor: Gary Bush is a retired Assistant Fire Chief from the San Bernardino County Fire Department. He served for 36 years in the Fire Service, providing emergency services to an aggregate population of 2.1 million residents. During Gary’s career he was extensively involved with Incident Command & Control in addition to management of Emergency Medical Services delivery.

About the Course: Gary’s Tactical Incident Training course is designed to instruct students in situational awareness when dealing with incidents at their churches and schools. He aims to instruct students to have the ability to make a difference when seconds matter to their team’s survival. Gary’s many years of instruction in the fire service, make his course ideal for equipping citizen responders to make a difference in helping fellow citizens in emergency situations.

How to Build a Safety Team

Instructor: Jay Poffek

About the Instructor: Jay Poffek is retired from the California Department of Corrections after 31 years of service. During his career, Jay promoted through the ranks and retired as institution executive staff. Since retirement, Jay has worked as private security and teaches classes for security training. Jay teaches state mandated courses at correctional facilities to jailers in San Diego and Ventura Counties. Jay is the Campus Safety Director at Hillside Community Church in Wrightwood, where his family attends.

About the Course: Jay is teaching a course on how to build a safety team at churches. Jay brings expert knowledge in the fields of safety and security and will provide students with an array of information on the ins and outs of building a safety team. Jay will provide current laws on understanding the differences between a safety team and security team.

Safety in Action: Making Preparedness Easy, Engaging, and Effective

Instructor: Eric J. Camarena

About the Instructor: Eric J. Camarena proudly serves as the Director of Safety and Communications for Victor Elementary School District, dedicated to protecting and supporting 12,000 students, 1,500 employees, 18 schools, and four support sites. With a Master’s in Communications from California Baptist University, he takes the lead in preparing for emergencies, partnering with law enforcement, and training staff to prioritize safety. A longtime member of HDC, Eric has served as a small group leader, on the security team, and on mission trips to Malawi, Lebanon, and Thailand. These days, he serves as a host for the elementary kid’s program.

Practical Security Tools for Short Term Ministry Teams; "What could possibly go wrong?"

Instructor: Doug Lagasse

About the Instructor: After serving under adversarial conditions among the Chinese for 15 years, Doug turned to equipping others to be more resilient in hard parts of the Harvest. For the past 25 years- as a Security Shepherd serving half a dozen global organizations- he now trains and coaches expatriate Christian Workers to proactively prepare for and strategically respond to threats and crises on their fields of service; helping them be “shrewd as serpents and harmless as doves.”

About the Course: Whether you are sending or leading short-term teams, domestically or internationally, you naturally tend to focus on and plan for what you WANT to happen in ministry. I will equip you with a practical tool wherein you can plan ahead of time to avoid or respond to what you DON’T want to happen. Learn how to be prepared with an easy-to-use Risk Assessment and Contingency Planning tool so your ministry purposes aren’t crippled or destroyed needlessly.

Instructor: CSI (Chemical Security Inspector) Minikus

CSI Minikus honorably served in the United States Navy aboard the USS Carl Vinson (CVN-70) and completed two tours of duty in the Persian Gulf as an F-14 jet engine mechanic.

He retired after 25 years in law enforcement as a sergeant with the City of Long Beach and currently works for the Cyber Security Infrastructure Security Agency (CISA) under the Department of Homeland Security as a Chemical Security Inspector.

CSI Minikus has volunteered for a number of committees and groups for veterans groups, and local organizations, including Department of Homeland Security’s Peer Support Team, Executive Peer Support Committee, a coach for the Champion Baseball league, as well as a member of the security team at his church.

In his spare time CSI Minikus serves as the Mayor for the City of Cypress located in southern California, he serves on multiple boards and committees, and was recently elected to serve on the Orange County Central Committee for the 67th Assembly District.
